[Added] Point-based custom messages

Added point-based custom messages.  With this feature you can specify a point range.  If a user scores within that point range, they will be shown the custom message defined for that range.  This is in version 5.1.20081201 or higher.

If you are upgrading from an older version, you'll need to add an additional table to your database.
